However, I ultimately infer from the apparent exclusion of seats in Congress from the class of offices under the United States, the linkage - not an absolute one, to be sure - between appointment and holding office under the U.S in the Appointments Clause, the British understanding of office under the Crown to exclude elective office, the obscurity of the "President yes, Congress no" meaning that seems to be the only way to getting to the President, and the fact that no framing-era source supports that meaning, that the better reading of the text is that the holders of office under hold appointed offices only.
